The interuniversity doctoral programme TICRM began to be taught in the 2003-2004 academic year with the participation of the University of the Basque Country, the University of Cantabria, the University of Zaragoza and the University of A Coruña.
In the 2007-2008 academic year, the University of Oviedo was incorporated. Since the 2003-2004 academic year, the doctoral programme has obtained and renewed the quality mention until the 2010-2011 academic year (MCD2003-00589, MCD2005-00130 and MCD2007-00133). In 2011 he obtained the Mention of Excellence (MEE2011-0265).

The TICRM Joint Doctoral Programme aims to train researchers to cover part of the existing demand in the field of research both in the university and business spheres. It is contemplated that both aspects are not incompatible but complementary, so that the program allows the training of researchers without forgetting the conditioning factors that R+D+i has in the business environment. In this sense, it should be noted that the current TICRM Doctoral Programme has covered since 2003 a significant demand on the part of technology centres and university departments in research tasks.
At the regional level, the industry related to Information and Communication Technologies has an important specific weight in the contribution to the regional GDP. Telecommunications operators, component and circuit manufacturing companies, telematics and related service companies are a nucleus that needs now and in the future, professionals with solid training in the technologies that make up the content of this program.
At the national level, the universality of ICTs is increasingly being promoted within what is known as the Information Society. The relevance in the national economy of telecommunications operators and the industries of manufacturers of electronic components and circuits, as well as those that offer telematics and information services, is notorious. The experience of applicants over the last decade has allowed us to assert that higher education graduates are very well received within companies, working both in R+D areas and in engineering departments.
At the European level, practically all prestigious universities with degrees related to the area of information and communication technologies have doctoral programmes leading to the training of doctors in ICT technologies. In addition, research and development projects between European institutions and funded by the EU are a key element in these developments. In the countries of the European Union, PhD graduates from these postgraduate programmes are considered to be the staff thanks to which quality research is carried out not only in the university but also in the business environment.
